Committees and Commissions

Our Committees and Commissions exist to deal with specific areas of the game

The ITF has established Committees and Commissions to which the ITF Board of Directors may delegate part of their work. These Committees and Commissions comprise members of the ITF Board of Directors and other suitably qualified individuals.

The duties of each Committee and Commission are derived from the ITF Constitution and they shall fulfil their duties in a manner that is consistent with the ITF values of good governance, integrity and trust, inclusiveness, innovation, ambition and collaboration.

Davis Cup Committee

The Davis Cup Committee is comprised of a Chair and Members and is administered by the Professional Tennis Events Department. The objectives of the Professional Tennis Events Department that lie within the scope of the oversight of the Committee are (as they pertain specifically to the Davis Cup):

  • To increase fan numbers;
  • To increase income;
  • To secure top player participation;
  • To maintain the number and spread of nation entries;
  • To ensure key partner support.

The duties of the Committee are as set out in the Davis Cup Regulations, namely:

  • Manage the Competition as delegated by the Board;
  • Where requested or appropriate, report to the Board and/or Finance Committee on matters relating to the administration of the Competition;
  • Report to the Board and/or Finance Committee on all Competition financial matters related to the Finals, Qualifiers and World Group I and below;
  • Request further details of the income and expenditure set out in a participating nation’s Statement of Account; and
  • To exercise any other powers and fulfil any other duties assigned to it by the Board or in the Rules and Regulations. 

Billie Jean King Cup Committee

The Billie Jean King Cup Committee is comprised of a Chair and Members and is administered by the Professional Tennis Events Department. The objectives of the Professional Tennis Events Department that lie within the scope of the oversight of the Committee are (as they pertain specifically to the Billie Jean King Cup):

  • To increase fan numbers;
  • To secure top player participation;
  • To maintain the number and spread of nation entries;
  • To ensure key partner support.


The duties of the Committee are as set out in the Billie Jean King Cup Regulations, namely:

  • Manage the competition as delegated by the Board, including in liaison with the Finals Week Organiser and/or other relevant ITF designee;
  • Where requested or appropriate, report to the Board and/or Finance Committee on matters that have financial considerations relating to the administration of the Competition;
  • Request further details of the income and expenditure set out in a participating nation’s Statement of Account (if necessary); and
  • Exercise any other powers and fulfil any other duties assigned to it by the Board or in the Rules and Regulations.

Olympic Committee

The Olympic Committee is comprised of a Chair and Members and is administered by the Professional Tennis Events Department. The objectives of the Professional Tennis Events Department that lie within the scope of the oversight of the Committee are:

  • To establish and implement the Qualification System and eligibility criteria for player entry into the Olympic Tennis Event;
  • To successfully coordinate with all relevant Organising Committee Functional Areas to ensure delivery of a successful Games;
  • To liaise closely with the IOC, Organising Committee, National Associations, and players to improve player experience from Games to Games;
  • Secure and enhance the position of tennis within the Olympic programme;
  • Ensure leading player participation and elevate the status of the Olympic Tennis event to the pinnacle of the world game.

The duties of the Committee shall be as set out in the Regulations of the Olympic Tennis Event, namely:

  • To be responsible for overseeing the management and presentation of the Olympic Tennis Event;
  • To decide any appeal from a National Association concerning a decision of the ITF on the eligibility of a player or the allocation of entry to the Olympic Tennis Event;
  • To recommend Referees/Officials for the Olympic Tennis Event;
  • To undertake such other duties as may be laid down in the Olympic Tennis Event Regulations.

Juniors Committee

The Juniors Committee is comprised of a Chair and Members and is administered by the Professional Tennis Department. The objectives of the Professional Tennis Department that lie within the scope of the oversight of the Committee are:

  • To organise sustainable and successful Junior Tour and Team Competitions;
  • To maintain and where possible increase the number and spread of nations entries into the Team Competitions;
  • To attract emerging talent into the junior game;
  • To retain the best players and deliver them to the professional game;
  • To provide opportunities in all member nations for junior players.

The duties of the Committee are as set out in the ITF World Tennis Tour Junior Regulations and Junior Team Competition Regulations, namely

  • To manage the Tour and the Team Competitions.
  • To recommend changes to and to ensure the uniform application of these Rules and Regulations and the Code of Conduct.
  • To administer the funds of the Tour and the Team Competitions within the financial framework of the ITF.
  • To report to the Board of Directors on all financial matters.
  • To submit regular reports to the Board of Directors.
  • To approve the venue and dates for the Junior Masters and each of the qualifying competitions and the final stages of the Team Competitions.

Masters Committee

The ITF Masters Committee is comprised of a Chair and Members and is administered by the ITF Masters Department. The objectives of the Department that lie within the scope of the oversight of the Committee are:

  • To organise a successful Circuit and Team Competitions;
  • To maintain and where possible increase the number and spread of nations entries into the Team Competitions;
  • To increase participation in seniors tennis worldwide for all ages, genders and playing standards;
  • To provide opportunities in all member nations for Masters players.

The duties of the Committee are as set out in the Masters Regulations, namely:

  • To recommend changes to and to ensure the uniform application of these Rules and Regulations and the Code of Conduct.
  • To administer the funds of the Circuit and the Team Competitions within the financial framework of the ITF.
  • To report to the Board of Directors on all financial matters.
  • To submit regular reports to the Board of Directors.
  • To approve the venue and dates for each of the World Individual and Team Championships and all other ITF World Tennis Masters Tour events and competitions.

Wheelchair Committee

The Wheelchair Tennis Committee is comprised of a Chair and Members and is administered by the ITF Professional Tennis Department. The objectives of the ITF Professional Tennis Department that lie within the scope of the oversight of the Committee are:

  • To organise sustainable and successful Wheelchair Tennis Tour;
  • To maintain and where possible increase the number and spread of nations entries into the Team Competition;
  • To increase participation in wheelchair tennis worldwide for all ages, genders, playing standards and physical abilities;
  • To provide opportunities in all member nations for disabled players;
  • To make wheelchair tennis the leading sport for people with a physical impairment.


The duties of the Committee are:

  • To manage the Tour, Competitions, Development activities and Classification.
  • To recommend changes to and to ensure the uniform application of these Rules and Regulations and Code of Conduct and the ITF Wheelchair Tennis Classification Rules.
  • To administer the funds of the Tour, Competitions, Development activities and Classification within the financial framework of the ITF.
  • To report to the Board of Directors on all financial matters.
  • To submit regular reports to the Board of Directors.
  • To approve the venue and dates for all ITF Wheelchair Tennis events and competitions.

ITF World Tennis Tour Committee

The ITF World Tennis Tour Committee is comprised of a Chair and Members and is administered by the ITF Professional Tennis Department. The objectives of the ITF Professional Tennis Department that lie within the scope of the oversight of the Committee are:

  • To organise a sustainable and successful Tour;
  • To support the entry of players into professional tennis;
  • To attract emerging talent into professional tennis;
  • To retain the best players and deliver them to the Tours and beyond;
  • To provide opportunities in all member nations for professional players.

The duties of the Committee are:

  • To manage the Men’s and Women’s ITF World Tennis Tour
  • To recommend changes to the Board of Directors in relation to the Men’s and Women’s ITF World Tennis Tour Rules and Regulations and the Code of Conduct and to ensure the uniform application of the Men’s and Women’s ITF World Tennis Tour Rules and Regulations and the Code of Conduct;
  • To administer the funds of the Men’s and Women’s ITF World Tennis Tour within the financial framework of the ITF;
  • To report to the Board of Directors on all financial matters;
  • To submit regular reports to the Board of Directors.

Constitutional Committee

The Constitutional Committee is comprised of a Chair and Members and is administered by the Integrity Department, and plays a role in protecting the integrity of tennis through oversight of the ITF governance structure and its key competitions.

The over-riding duty of the Committee shall be to advise and make recommendations to the Board of Directors on the Constitution of the ITF. Specifically, the duties shall be to:

  • Maintain a regular and ongoing review of the Constitution;
  • Maintain an awareness of constitutional developments in other sports organisations;
  • Consider proposed amendments to the Constitution;
  • Identify possible amendments to the Constitution at the initiative of the Committee;
  • Encourage feedback and suggestions on the Constitution from stakeholders;
  • Disseminate information relating to the Constitution, especially changes.

Rules of Tennis Committee

The Rules of Tennis Committee is comprised of a Chair and Members and is administered by the Integrity Department. In the context of the ITF’s role as guardian of the Rules of Tennis, the Committee plays a role in protecting the integrity of tennis. The objective(s) of the Integrity Department that lie(s) within the scope of the oversight of this Committee are:

  • To protect the nature of tennis by actively preserving the skills traditionally required to play the game;
  • To encourage innovation and improvements which maintain the challenge of the game and make it more exciting to play and watch.

The over-riding duty of the Committee shall be to advise and make recommendations to the Board of Directors on the Rules of Tennis. The scope of the Committee includes the rules of Wheelchair Tennis and Beach Tennis, both of which are incorporated in the Rules. Specifically, the duties shall be to:

  • Maintain a regular and ongoing review of the Rules;
  • Consider proposed amendments to the Rules;
  • Identify possible amendments to the Rules at the initiative of the Committee;
  • Where trials or exceptions to the Rules have been granted, monitor such trials and exceptions;
  • Undertake, commission and/or support research in relation to the Rules;
  • Assess research, testing and approval of tennis equipment conducted by the Integrity Department and other bodies;
  • Encourage feedback and suggestions on the Rules from stakeholders;
  • Disseminate information relating to the Rules, especially changes.

Beach Tennis Committee

The Beach Tennis Committee is comprised of a Chair and Members and is administered by the ITF Professional Tennis Department. The objectives of the ITF Professional Tennis Department that lie within the scope of the game are:

  • To organise sustainable and successful Tour, World Championships and Team Competition;
  • To maintain and where possible increase the number and geographical representation of nations entering into the Team Competition;
  • To increase participation in beach tennis worldwide for all ages, genders and playing standards;
  • To provide opportunities in all member nations for beach tennis players;

The duties of the Committee are as set out in the ITF Beach Tennis Regulations, namely:

  • To manage the Tour and the Team Competition;
  • To recommend changes to and to ensure the uniform application of these Rules and Regulations and the Code of Conduct;
  • To administer the funds of the Tour and the Team Competition within the financial framework of the ITF.
  • To report to the Board of Directors on all financial matters;
  • To impose penalties laid down in these Regulations;
  • To submit regular reports to the Board of Directors;
  • To approve the venues and dates for the events on the Tour and the Team Competition

Advantage All Committee

The Advantage All Committee is comprised of a Chair and Members. The objectives of the Advantage All Committee are to advise and make recommendations to the Board of Directors on the development and implementation of the ITF Advantage All strategy to promote equal opportunities for girls and women to participate in tennis and the leadership of the sport, in pursuit of the principle of equality of men and women.

The duties of the Committee are as set out in the ITF Constitution, namely:

  • The development and implementation of an ITF Advantage All strategy that addresses the ITF’s operations as well as the standards that should be set for member national and regional associations;
  • The development of ITF position statements on issues related to gender inequality in sport;
  • Promotion of the use of sport as a tool for gender equality and empowerment and raising awareness of harassment and abuse in sport;
  • Raise awareness of harassment and abuse in sport and input into the ITF’s safeguarding policies and practices
  • Monitoring, reporting and recognising the progress of ITF member nations and regions in advancing gender equality in participation and leadership; and
  • ITF support of initiatives that benefit girls and women, either through participation or leadership.

Coaches Commission

In the context of the ITF’s responsibility for developing the game of Tennis, the Coaches Commission is comprised of a Chair and Members and is administered by the Development Department, and plays a role in all matters regarding to tennis coaching.

The objectives of the Development Department that lie within the scope of the oversight of the Commission are:

  • To increase participation in tennis worldwide for all ages, genders, playing standard and physical abilities;
  • To develop talented players, particularly those from nations that are both under-resourced and under-represented.

The over-riding duty of the Commission shall be to advise and make recommendations to the Board of Directors on all matters related to tennis coaching. Specifically, the duties shall be, in relation to tennis coaching, to:

  • Maintain a regular and ongoing review of the activities of the Development Department;
  • Maintain a regular and ongoing review of activities of other organisations;
  • Undertake, commission and/or support research;
  • Recommend amendments to the activities of the Development Department;
  • Encourage feedback on the activities of the Development Department from stakeholders;
  • Disseminate information relating to the activities to the Development Department.

Sports Science and Medicine Commission

In the context of the ITF’s role as guardian of the Rules of Tennis, the Sports Science and Medicine Commission is comprised of a Chair and Members and is administered by the Integrity Department, and plays a role in protecting the integrity of tennis. The objective of the Integrity Department that lies within the scope of the oversight of the Commission is:

  • To analyse, develop and disseminate tennis information relevant to sport science and medicine worldwide in order to maximise healthy participation in tennis, to reduce injury risk and to facilitate optimal performance.

The over-riding duty of the Commission shall be to advise and make recommendations to the Board of Directors on all questions of a medical and scientific nature concerning the game of tennis and wheelchair tennis. Specifically, the duties shall be to:

  • Maintain a regular and ongoing review of the Rules of Tennis, regulations and guidelines relating to scientific and medical aspects of the game;
  • Identify possible amendments to the Rules, regulations and guidelines relating to scientific and medical aspects of the game at the initiative of the Commission;
  • Review research in relation to the scientific and medical aspects of the game that is undertaken, commissioned and/or supported by the Integrity Department (including by the Commission itself).

Technical Commission

In the context of the ITF’s role as guardian of the Rules of Tennis (Rules), the Technical Commission is comprised of a Chair and Members and is administered by the Integrity Department, and plays a role in protecting the integrity of tennis. The objective of the Integrity Department that lies within the scope of the oversight of the Commission is:

  • To protect the nature of tennis by actively preserving the skills traditionally required to play the game, and, to encourage innovation and improvements which maintain the challenge of the game and make it more exciting to play and watch.

The over-riding duty of the Commission shall be to advise and make recommendations to the Board of Directors on all technical questions concerning the game of tennis and wheelchair tennis. Specifically, the duties shall be to:

  • Maintain a regular and ongoing review of the Rules, regulations and guidelines relating to technical aspects of the game;
  • Identify possible amendments to the Rules, regulations and guidelines relating to technical aspects of the game at the initiative of the Commission;
  • Review research in relation to the technical aspects of the game that is undertaken, commissioned and/or supported by the Integrity Department;
  • Review the testing, approval and classification of tennis equipment conducted by the Integrity Department and other bodies;
  • Make decisions on the conformity, or non-conformity, of tennis equipment with respect to the Rules of Tennis.
